On the initiatives of the University of Deusto (Spain) and the University of Groningen (Netherlands) the group of European universities decided to answer the question commonly, that is raised in the practice of the Bologna process developed by the bureaucracy, and finally they started the project named ?Tuning educational structures in Europe". The participants of the project agreed that the institutions should take the social needs and the available knowledge into account in the process of shaping the programs. The actual acquired knowledge of the students is measurable only after leaving the higher education. Tuning distinguishes three types of generic competences:? Instrumental competences: cognitive abilities, methodological abilities, technological abilities and linguistic abilities;? Interpersonal competences: individual abilities like social skills (social interaction and co-operation);? Systemic competences: abilities and skills concerning whole systems (combination of understanding, sensibility and knowledge; prior acquisition of instrumental and interpersonal competences required).The study presents the results of the measurements of the University of Debrecen (Hungary) regarding to the competence, and takes a comparative analysis with the relating measurement data of the graduates' career program in the framework of the New Hungary Development Plan.
