Megjegyzések:	Globalisation has challenged the traditional academic values and organisations,such as the University. The European answer to this challenge was the Bologna Declaration initiative which tried to protect the European higher education by creating the European Higher Education Area. An alternative answer emerged to the same challenge in the early 2000s, the world-class university (Altbach2003). It initiated university centres at the highest quality levels in each country; these centres would be the representatives of the academic values in the time of globalisation and marketisation. Hungary, with its new government initiative Shifting and Speeding Up the Development of Higher Education, seeks its way towards more efficient management of HE resources, including the human resource. An alternative way to this strategy is to creating one or more Flagship Universities, where academic values would be the basis for higher education development
