Megjegyzések:	Jusitce under the rule of law is a modern concept. Its development in Hungary was one of the most important tasks of the change of regime. The state court organisations system, which corresponded to the 19th century conception of legality, was built on the basis of Act No. 4. of 1869 on the Judicial Power, but in the years 1949-1950 it was rapidly rebuilt (renamed). It was clear to the actors of the 1989change of regime that constitutional reforms were essential and could not be delayed. In the early 1990s there was a consensus that the entire Hungarian public law system needed comprehensive reform. The study details the instruments and summarises the method by which the legislators between 1989 and 2011 (on the basis of the old Hungarian constitution, Act XX of 1949) rebuilt the old-new system of guarantees of judicial independence (in terms of personnel, organisation and procedure).
