Megjegyzések:	Romania entered the European Union in a period when the possibility of implementing the common European policies concerning people with disabilities has largely improved in the EU Member States. Yet, the pace of change towards a new outlook and new policies concerning disability and the rights of disabled persons is too slow. After an analysis of the possible causes leading to the present situation, this paper outlines potential solutions and ways for improvement. The main focus is on the historical and current social background which are shaping educational policies in the context of the challenges prompted by the necessity to implement EU policies and good practices in this field.
