Megjegyzések:Innovations can be sustainable if the local, regional or national government accepts them as legal. However, if innovation becomes part of the government practice, it cannot remain spontaneous and voluntary anymore. Studying the case of a micro-region in the Transdanubian region of Hungary, the author concludes that the theories of social innovation need to be developed in the light of real-life practices. On the one hand, innovation as civil movement is necessary to overcome traditions and accept new ideas in the community. Conversely, legal (governmental) support is needed to make innovation sustainable. It is the heritage in Central and Eastern Europe. Here, the traditional relationship between civil movements and government activities is a hierarchy. In contrast with that tradition, the key to sustainable grassroots innovation is not hierarchy but partnership between civilians (the "innovators") and the government ("the administrators").
