Megjegyzések:In our study we will discuss the history of the short-cycle higher education, its institutional structure, and the new institutions of Hungarian higher education called "Community Higher Education Centre", which seems to fulfil the third mission of higher education. Firstly, as part of their social responsibility, universities provide possibilities of tertiary educational attainment for (possibly disadvantaged) students living in the surrounding lagging areas. Secondly, a prominent part of the third mission is the stimulating effect it has on the economy due to the transfer of knowledge between universities and their regions. Tertiary educational institutions affect the surrounding region in a complex manner: they shape the community, spur infrastructural changes, and affect the economy as well (Chatterton & Goddard, 1999). Courses closer to the students and in more geographically available locations increase their motivation to enrol. In the case of courses located at a large distance away from possible students it is important to highlight the unavoidably larger expenses (accommodation, travel, provisions, extra costs) and the personal costs (unknown location, separation from friends and family).The material expenses of attending courses alone are prohibitive for potential disadvantaged students (Forray&Híves, 2005).
