Megjegyzések:Researches related to borders, border regions and cross-border cooperations in Europe have undergone substantial changes throughout history. The focus of the theoretical approaches shifted not only as a matter of time but also depending on the geostrategic position of the nation states, state borders and border regions. The study of the theory of borders and border regions has been pushed into the background for a long time. It was mostly due to the widely accepted notion that all borders and border regions were unique. The processes and events of history and economic life, nevertheless, proved that there are many similarities between each border region. As a result of this, the harmonisation of the activities in the border regions was started, and the facilities for cross-border co-operations began to improve. The co-operation along the certain border regions, however, differed in many respects. Consequently, researches and studies related to the individual borders may be compared and categorised on the basis of the nature of the co-operation. In addition to the historical perspective of the theoretical development of borders, the paper concentrates more thoroughly on the second half of the twentieth century. Comparing the focuses of border theories reveal that the accelerating integration process in the early 1990s led to a shift more and more eastward, and regionalism, and more specifically cross-border regions, appeared as a new research area providing a basis and scope for several studies and researches. The researches related to crossborder co-operations affect a great variety of disciplines, thus, a complex conclusion may be only drawn with the evaluation and combination of the existing research trends. Most authors apply either a multi-, inter- or transdisciplinary approach during their research activities. Nevertheless, it may be established that most papers published on the topic are rooted in only a few disciplines. The influential power of time and (geographical) space is explained with the help of a comparative analysis of existing models and finally a complex model is suggested for the better understanding of the functional role of cross-border cooperations in Europe.

Megjegyzések:The aim of the study is to look at the various forms of cross-border co-operations which were created along the Hungarian-Romanian border after the transformation period. The specific chronological evolution of cross-border co-operations provides the framework for the analysis. One of the most crucial aspects of the classification of cross-border co-operations is that they vary significantly in their nature. Therefore, the approach includes geographical, historical, local, regional, economic, social and human aspects leading to the creation of a complex model for the Hungarian-Romanian border region. The study compares the advantages and disadvantages of twin settlement relations, euroregions, EGTCs and project-based co-operations in order to find the most effective cross-border co-operation form. The decades after the change of regime are the years of recovery from the negative historical heritage and the years of discovery of new types of relations. The years of EU accession constitute very important milestones in this respect since more opportunities were opened for the two countries for more thorough co-operation. The study presupposes that the transformation years and the accession years were the chief drivers in this process culminating in the financially secured project-based cross-border co-operations. The model proposed for the Hungarian-Romanian border region therefore builds on elements related to border theories. How can the various cross-border co-operation forms affect border interpretation? How do they affect the dividing or connecting role of borders? What is the most effective method to overcome the negative aspects of borders? Which co-operation fields are the most relevant in the strengthening of cross-border co-operations? Who are the chief actors in this process? How do the two countries manage cross-border co-operations on the various (local, regional, national, and civil, institutional, governmental, political, etc.) levels? The author intends to provide a model based on the synthesis of the advantages and disadvantages of the various cross-border co-operation forms in the Hungarian-Romanian border region in order to find the most effective form of cross-border co-operation.

Megjegyzések:The article contains a comprehensive description of the frozen conflicts in the region of the Post-Soviet countries, those which also belong to the Eastern Partnership region. The Russian pressure defines the development of these countries and it affects their international relationship with the European Union and NATO. The low security level in Ukraine forms the latest and still permanent conflictual situation which results the country's territorial disputes in the international level. The five problematic regions are Crimean Peninsula and Eastern Ukraine (Donetsk and Lugansk regions), Transdniester in Republic of Moldova, Abkhazia and South Ossetia in Georgia, Nagorno Karabakh in Armenia and Azerbaijan. NATO intended to exclude Russia from the main world leader countries' range so the EU's, and in the same time the NATO's, intention to get closer to Ukraine, and to the former Soviet countries, seemed a threat for the Russian Federation. The Russian Federation, in order to obtain their position between the major world leader counties, still exercises pressure on the Black Sea area, which activities constitute the abuse of energy and military power as well as the support of the Post-Soviet, Black-Sea region countries separatists. In conclusion the NATO as well as the Russian Federation needs to make steps towards each other, because it is true that Russia can exercise a leader role in the Black Sea region which affects the whole world's market economy and also the EU.

Megjegyzések:In this paper the social geographic analysis of the Roma minority living in the vicinity of the Hungarian - Romanian border in the North Trans Tisza region (Szabolcs-Szatmár-Bereg county, Hajdú-Bihar county) is presented regarding human resources development. Studying the spatial structure of Hungary it can be stated that Roma people live in significant numbers in the studied two counties therefore the development of their border regions is essential. The different groups of Roma people are on different levels of integration that presents higher challenge for those living in settlements along the border. In this paper the results related to segments associated closely with human resources development, i.e. the demographic, education and labour market situation of Roma people living along the Hungarian-Romanian border are presented. Activating the human resources "reserve" in border regions in Hungary (especially in the North Trans Tisza region) has become a national issue. Within a few decades a significant portion of the ageing majority will be in pensioner age while a significant rate - almost half - of the working age group will be Roma people. Therefore it is highly important whether this working age group lives on aids and benefits or contributes to the prosperity of Hungary as active members of the society.

Megjegyzések:In the changed East-Carpathian space it has improved the role of thesettlement contacts. The authors focus on the cross-border elements of these contacts. Inthis article they examine two topics: the cooperation in the case of tourism and renewableenergy. Both topics seem a success story in Hungarian-Romanian border region, becausein the last two decades many projects were built in these themes. The authors analyzethese projects, the methods and the elements of success. They suggest some practicaladvice to the future projects.

Megjegyzések:The current analysis aimed to illustrate the centre-periphery dichotomy of Hungary on the level of settlements using the personal income approach for investigation. Income represents a special indicator correlating with lots of other social-economic variables. The income database is appropriate to illustrate the post-socialist transformation of the Hungarian economy and society with territorial consequences. The comparative overview of the regional level income per capita processes drew the attention to the differing development paths of regions forming two polarised groups. Income inequalities were calculated by the Hoover index and the weighted form of mean logarithmic variation. The rapidly growing inequalities started to stagnate after the mid 1990?s and slight convergence appeared by the time of the millennium. One more stage was reasonable to divide - in 2008 with the blast of the global financial and economic crisis. The development stages of income inequalities provided the basis for aggregating the results of the local spatial autocorrelation calculation. The mapping of these results drew the income frontiers and their alterations during the last two and half decades. The boundary of the groups of settlements with similar high or low values formed the income frontiers that can be regarded as a special social frontier. This frontier determines more socio-economic processes and the regional policy should consider these to treat the significant social problems with their territorial consequences.
