Megjegyzések:The main hypothesis behind the paper is that creating an entrepreneurial team learning environment is a way to increasehuman and social capital in rural regions. Our work, based on literature review and primary research, tries to show that thisprocess could support a shift in people's attitudes from being reactive to creative and also interdependent. The results of aDelphi survey show that all four 'spheres' of the Quadruple Helix model in rural development (government, science/university,business/industry and civil society) should play a role in the development of a learning environment, but that more importanceshould be attached to ♭pull' type of learning designed to draw out people and resources as needed to address opportunitiesand challenges. In a second survey, among farmers in the Hungarian settlement of Mezőcsát, we found signifi cant differencesin the use of information channels by different age groups. Personal meetings are preferred by older farmers and the Internetby younger farmers. With regard to the Quadruple Helix model spheres, from the government sphere farmers' advisors playthe most important role while from the business/industry sphere the most important relationship for farmers is with their peers.We conclude that the four spheres must create an ♭outside-in' and ♭inside-out' partnership. As creating entrepreneurial cultureis a slow process, existing elements, such as the LEADER programme, building on those farmers who are ready to take partin rural development and the preferred usage of the Internet by the younger generation, have to be used.

Megjegyzések:One of the most pressing phenomena in recent decades in Europe's rural areas is population decline. This article summarises how the national sustainable development strategies (NSDS) and the national rural development programmes (NRDP) of the European Union (EU) Member States conceptualise processes of depopulation of rural areas. It gives a systematic overview of the main factors of population decline identified in the strategies and programmes and lists the objectives set and measures proposed by these documents. Although the majority of documents identify the depopulation process and all consider it to be a negative phenomenon, there are no commonly accepted objectives or principles regarding the desired extent of demographic changes in rural areas: the aims vary between ♭reducing', ♭stopping', ♭stabilising' and ♭reversing' the depopulation of rural areas. Most of the measures proposed against the population declined in NRDPs are linked to Axis 3 of the EU rural development pillar. Regarding sustainability, an upcoming question is the ecological consequences of rural depopulation. The authors suggest that rural policies need a stronger theoretical basis to respond this question and that future national sustainable development strategies should pay more attention to the problem.

Megjegyzések:In recent years, social innovation has been gaining more attention, not only in the scholarly literature and in public discoursebut in rural development practice as well. An important reason for this is the greater involvement of civil society in this form ofinnovation. In this paper, building on defi nitions of social innovation found in the literature, we focus on the actual processes ofsocial innovation in rural Hungary. The hypothesis behind our research was that a better understanding of how social innovationtakes place in practice could increase its presence and effi ciency in rural development. To explore these issues, we analysedfour different cases of social innovation situated in rural Hungary. Our research shows that, despite common patterns,social innovation is highly dependent on its actual context and on the individual, the agentic engine, who initiates and carriesout the innovation. For the capitalisation and the long-term sustainability of an innovative development project the institutionalisationof social networks gathering around it seems to be another crucial factor. Thus, creating an appropriate frame to drivethe process all the way from the innovative idea through product development to institutionalisation, possibly in the form of asocial enterprise, can be considered an essential circumstance for successful social innovation.

Megjegyzések:The hypothesis behind this paper is that agri-environmental measures (AEMs) in Hungary, and probably in the other EU New Member States, are not merely substitutes for traditional agricultural subsidies, but measures which could support rural development and encourage environmentally sustainable agricultural production. The first part of this paper examines concepts closely related to AEMs, as well as the place of AEMs in regional, rural, and agricultural development policy. The second part shows how agri-environmental measures have gained ground in Hungary. The third part presents the results of an analysis of the Hungarian AEMs' database. Finally, based on the literature and analysis findings, it is suggested that, for sustainable development, one needs to economically evaluate natural resources in agriculture.
