It is not a surprise: the aim of the heat cost allocation is to pay after real consumption, if someone maintains higher room temperature he will consume more, therefore he should pay more. However the question is not that simple: though a case study present paper demonstrates that the internal heat flows have a radical effect on the measured consumption and it is very easy to get heated by the neighbours particularly in well insulated buildings.
