Megjegyzések:On the basis of empirical research carried out in the border regions, euroregions and eu-rometropolises, elaboration of innovation oriented, cross-border economic development, human resource development and partnership programs can be a general aim. Supporting these aims was the ultimate goal of creating euroregions and eurometropolises in Western-Europe. The system of euroregions and eurometropolises has been spreading from West-ern-Europe to the Eastern territories in order that border regions can exploit the compara-tive advantages being present in border regions even better. The most important aim in border regions, euroregions and eurometropolises is to create an advantageous economic, innovative, academic and social climate by introducing various institutions that can widen the space of successful economy and human resource development, and together with this they can improve the success of regional development planning and human resource de-velopment in the border regions of neighboring countries.

Megjegyzések:The peculiarity of the Partium region lies in its role of connecting the Transylvanian and the Pannonian basins. There can be distinguished several stages in its history. Its formation stems from the geopolitical situation after the partition of Hungary in 1526. Transylvania becomes politically autonomous and holds control over comitats in eastern Hungary as well. The name of the region comes from the phrase PARTS (Latin Partium) of eastern Hungary. Its separate status within the Hungarian Crown was maintained until the Compromise. After the Treaty of Trianon in 1920, many new region names came into being in the Carpathian Basin. In the areas annexed to Romania the historical Transylvania and the Banat region can be clearly identified, but next to them there is the eastern part of the Tiszántúl region, too. The former name Partium will be used again to denominate this area. Today, this region with a mixed Hungarian and Romanian population is struggling to survive. At present, there is no such region in Romania either from an administrative or a statistical point of view, while in the case of both ethnic groups there exists a regional identity (Partium for the Hungarians and Cri₀sana for the Romanians). Nowadays, the demand for autonomy has also arisen on behalf of the local Hungarian community.

Megjegyzések:The largest ethnic minority of the European Union is constituted by the approximately 10-12 million Roma population. Geographically they are primarily located in the South Eastern European EU Member States, and the solution of the Roma question constitutes a number one problem in the home affairs of these countries. Most of the countries are already members?or candidate members ?of the European Union but their joining to the Western market economies is not lacking problems. As a consequence of the current financial and economic crisis, the EU has become even more "two-speed". In this crisis situation the situation of the Roma population living here has become particularly hopeless. The rapid increase in the number of the Roma population in South Eastern Europe living among the conditions of the demographic boom, as well as their geographical expansion intensify the sensitivity of the mainstream society regarding the questions of the transforming coexistence. The shift in the ratio within the population sharpened and magnified the differences between the dissimilar lifestyle and the philosophy of life respecting the two major social groups which led to sharpening tensions. Of course, the deeply desperate Roma population makes more and more attempts in order to be able to migrate from the South Eastern European countries to the richer regions of Western Europe and North America in the hope of an easier life. They, however, face more and more obstacles. The social and economic integration of the Roma population in Hungary is mainly hindered by the low level of education, the high level of unemployment, criminality and the existing prejudices experienced in the mainstream society.
