Megjegyzések:This essay, based on Hungarian and American archival materials and oral histories, reviews the last phase of the American adventure of Hungary's Holy Crown before its return by the Carter administration on January 6, 1978. Nixon (and his administration) brought about a paradigm shift in East-West relations by embracing and championing détente, but Watergate terminated his tenure. His successor, Gerald R. Ford, kept most of Nixon's foreign policy decision makers and continued his policies. In US-Hungarian relations one notable change took place: the replacement of outgoing Ambassador Richard F. Pedersen with a diplomatic heavyweight in the person for former Brussels NATO Mission DCM Eugene V. McAuliffe. In a September 1975 cable, the new ambassador summed up the situation and asked for instructions to either move forward with the return or tell Budapest why no return was possible. This imitative was killed off by Ford's advisors who refused to move on in any direction after the signing of the Claims Settlement with Hungary in 1973. Although Kissinger clearly toyed with the idea of returning the Crown in 1970?71, Hungarian-American protests made it quite clear to the White House that by such a move there was more to be lost than gained. Earlier histories of US-Hungarian relations (Borhi and Glant) have suggested that the return was in the making before the Ford-Carter switch in January 1977, but evidence from the Ford White House Central Files clearly proves that the decision was left for the incoming democratic administration. As Robert Gates put in one of the many key documents reprinted with the article here, the White House should "[l]et the next President face up to the goulash hitting the fan."
