Megjegyzések:	This study tells about the establishment of non-govemmental organizations (NGOs) and the research activities we have conducted in Hajdu-Bihar county. The creation and foundation of a NGO used to be a rather simple process, however thanks to a new civil law, it has become a more complicated process. Basically,theHungarianlegalsystemallowsthefoundationofneworganisations freely. The right of association is the part of the constitutional right which gives authorisation for the creation of or connection to any organisations for purposes not prohibited by law. In order to establish an organisation, the local tribunal has to be notified. After registration the court has no capapcity to keep the organisations under permanent surveillance to make sure whether they are active. In our study we surveyed the head of NGOs by questionnaires. A total of 100 leaders completed the questionnaires and after evaluation, the result suggested that only about 60% of NGOs are currently active.
