Megjegyzések:The term "soft budget constraint" was introduced by János Kornai (1986). It became regularly used in the literature of theanalysis of socialist and transition economies. It refers to a set of microeconomic phenomenon related to the dynamics of such amarket, where the producers can rely on a supporting organization when they fail to cover their cost of production. Kornaisuggests that there are typical symptoms of the "soft budget syndrome" like lack of innovation, generalized shortages,reoccurring need for bailout. The Klebelsberg Institution Maintenance Centre (KLIK) is a centralized government body that tookover the financial governance of the majority of the Hungarian public schools. It was part of a complex education reform at thattime. We argue that such an institution is in great jeopardy to face a "soft budget syndrome". In fact in the spring of 2016 theHungarian journalism was loud of protests of teachers and the incapability of KLIK to pay the bills of several schools. Thegovernment had to bail the KLIK out and further reform of the young institution is promised. In this paper we make a journalismanalysis to collect signs for "soft budget constraints" from an 8 month period. We use two control periods to check whether theintroduction of KLIK increased the signs of the "soft budget constraint syndrome" in funding elementary and secondaryeducation.
